      It’s to do with genetics and pigmentation. Lighter hair colours tend to be paired with light coloured skins, and the people with them usually live in parts of the world that don’t get much sunlight. Lighter skin lets people absorb more sunlight and generate more vitamin D, which is important! In sunnier places, people get more sunlight and don’t need to absorb as much of it, so their skins are often darker and this usually leads to darker hair too.

      At least, that’s my understanding of it!
